§ 105052 General Manager Powers

This law tells what the general manager of the district can do, like running the office, hiring staff, making the budget, planning rail projects, and reporting to the board.

Key Takeaways

  • •The general manager runs the district’s day‑to‑day operations and answers to the board.
  • •They can hire, supervise, suspend, or fire district employees (except board members).
  • •They prepare the annual budget, manage the money after it’s approved, and report on finances each year.
  • •They create and present plans for rail transit projects and handle their design, building, and upkeep.
  • •They must attend board meetings and do any other tasks the board asks for.

Example

A city wants to build a new light‑rail line in the district.

The general manager would draw up the plan for the rail line, figure out how to pay for it, put it in the yearly budget, and then give the plan and budget to the board for approval.
