§ 101175 Public Health Funding Assistance

This law lets the state give money to local health departments so they can provide health services, especially where they don’t have enough cash, and it encourages small counties to team up to reach about 50,000 people.

Key Takeaways

  • •State money is added to, not replaced, local health budgets.
  • •Funds are meant to help local health departments give better health services.
  • •A local health department works best when it serves about 50,000 people; small counties may need to join together.

Example

A rural county with only 30,000 residents can’t afford a health department, so the state gives it money and the county joins with a neighboring county to reach the 50,000‑person goal.

The state money helps the county run health programs, and by combining with the neighbor they meet the size the law says works best for running health services.

§ 101175 Public Health Funding Assistance

The rapid increase in the population of the state and the increasing industrialization in both the urban and rural areas necessitate the provision of effective public health services to all the people of the state. In many areas within the state local health departments lack the necessary funds, and the local population lack the means to furnish funds, to provide effective public health services. The Legislature therefore seeks to further the provision of necessary public health services by granting financial assistance to local health departments thus enabling them to meet present and future health needs in an efficient and effective manner. The funds granted are to augment local appropriations provided for public health purposes, and shall not be used to replace local appropriations. The administrative pattern providing public health services to all the people of the state will vary in different areas. It is generally recognized that the minimum population necessary for efficient administration of a local health department is approximately 50,000. To attain this desirable population minimum it will be necessary in some areas for two or more counties to unite and establish a single administrative public health jurisdiction. (Added by Stats. 1995, Ch. 415, Sec. 3. Effective January 1, 1996.)
