§ 1102 Pilot Safety And Fatigue Prevention

This law lets the board watch over ship pilots and make sure they don’t get too tired from long work hours, not enough rest, or messed‑up sleep schedules.

Key Takeaways

  • •The board can monitor how many hours pilots work.
  • •Pilots must get enough rest in any 24‑hour period.
  • •If a pilot’s sleep schedule is messed up, the board can act to protect safety.

Example

A harbor pilot works a 14‑hour shift and only gets a short nap before the next day's shift.

The board can step in and require the pilot to take more rest time so the pilot isn’t exhausted and can steer ships safely.

In order to ensure and promote the highest level of safety in pilotage, the board is empowered to effectively monitor and oversee the practices of pilots and prevent fatigue resulting from extended hours of service, insufficient rest within a 24-hour period, and disruption of circadian rhythms.
