§ 17575 Bill Mandate Determination Process

Key Takeaways

  • •When a new law or change to a law is suggested, a special person (Legislative Counsel) checks if it will create a new program or require more work from the government.
  • •The Legislative Counsel writes down their decision in a summary of the law and explains why they decided that.
  • •This decision is not the final say—another group (the commission) can make their own decision later.

Example

Imagine a new law is suggested that says schools must teach an extra hour of science every day.

The Legislative Counsel would check if this means schools have to do more work (teach more science). They would write in the law's summary whether this is a 'higher level of service' and explain why. Later, another group could still decide differently.
