A small town has a well that usually gives water to farms. But for 6 months, the well is broken and gives no water.

The people in charge of the well must write a paper saying the well gave no water for those 6 months. They sign it, promising it’s true, and send it to the water district. If they lie, they can get punished, just like if they lied in court.
