§ 75131 District Territory Exclusion

• •The board can leave out areas that won't benefit from being in the special improvement district.
• •The board decides which areas to include or exclude based on their opinion of who would benefit.
• •This rule helps make sure only the places that really need or want the improvements are included.

A neighborhood wants to create a special district to fix sidewalks and add streetlights.

If there's a part of the neighborhood that already has nice sidewalks and good lighting, the board can say, 'You don't need this, so we'll leave you out.' This way, only the areas that actually need the work are included.
