§ 100500 Richmond Health Facility Financing

This law lets the state buy land and build or remodel a health lab in Richmond, and it tells how the state can raise money for the project using bonds and other loans.

Key Takeaways

  • •The Director of General Services can buy land and build or remodel a health lab in Richmond.
  • •The State Public Works Board can issue bonds up to $54.5 million (or up to 10 % more if needed) to pay for the whole project.
  • •The bond amount must cover all project costs plus any interest and a reserve fund.

Example

The state wants to build a new lab for the Department of Health Services in Richmond and needs money to buy the land and construct the building.

The Director can purchase the land, and the State Public Works Board can issue bonds up to $54.5 million (or a little more) to pay for the land, construction, equipment, and any interest or reserve money needed.

How to Calculate

Total Bond Amount = (Land Cost + Construction Cost + Design & Planning Cost + Equipment Cost + Other Project Costs) + (Interest Cost + Reserve Fund)

  1. Add up every cost needed for the project – land, building, plans, equipment, etc.
  2. Figure out how much interest will be paid on any borrowed money.
  3. Add a reasonable reserve fund (extra money set aside for unexpected costs).
  4. Add the interest and reserve amounts to the total project cost. That final number is the amount of bonds that can be sold.

A small lab project in Richmond.

Result: Total Bond Amount = (10,000,000 + 30,000,000 + 2,000,000 + 5,000,000 + 1,000,000) + (1,000,000 + 500,000) = 49,500,000
