• •A district must include one whole city and nearby land.
• •You can't split a city in half to make a district.
• •If the city grows by adding more land, that new land automatically becomes part of the district.

Imagine a small town called Sunnyville and some empty land around it. The people want to make a special district for better services.

They can include all of Sunnyville and the empty land next to it in the district, but they can't take just half of Sunnyville and leave the other half out.
