• •People don’t lose all protections just because one piece is struck down.

A city passes a rule that says no loud music after 10 PM and also says all street vendors must wear helmets. If a court says the helmet part is illegal, the no‑loud‑music rule still works.

Even though the helmet requirement is thrown out, the rest of the rules keep working because the law says the other parts aren’t affected.
