  • •If bonds are involved, you can challenge the plan and the bonds together in court.
  • •You can also challenge the plan even if no bonds are involved.

Example

A city approves a plan to rebuild a neighborhood, including new roads and buildings.

If someone doesn't like the plan, they can't complain in court before it's approved. After it's approved, they have 60 days to file a complaint. If the city is using bonds to pay for the project, the complaint can include challenges to both the plan and the bonds.
