§ 25129 Code Amendment Requirements

• •After the code is made, any new rules about the same topics must change or update the code directly.
• •You can't change a part of the code by just mentioning it—you have to write out the full new version.
• •If you want to cancel or stop a part of the code, you can do that by referring to it, but you have to be clear about what you're canceling.
• •Any changes or updates must be shared publicly in the way the law says.

A city wants to update its rules about parking fines.

The city can't just say 'change the parking fine rule'—they have to write out the whole new rule and share it the right way. If they want to get rid of an old parking rule, they have to clearly say which rule is being canceled.
