§ 20063 School Employer Contract Definitions

Key Takeaways

  • •This law defines who a 'school employer' is in California.
  • •It includes some county superintendents, school districts, and community college districts that have special contracts.
  • •It excludes certain big districts like Los Angeles and San Diego, as well as schools that joined a special contract after 1990.
  • •Schools that are part of a 'risk pool' (a group that shares costs for things like insurance) are not considered 'school employers' under this law.

Example

A school district in a small county has a contract with the state for employee benefits.

This school district would likely be considered a 'school employer' under this law because it has a special contract with the state. But if the same school district joins a group that shares insurance costs (a risk pool), it would no longer be called a 'school employer' under this rule.
