Imagine a rule at school that says no running, no shouting, and no chewing gum. If the teacher later decides the 'no chewing gum' rule is unfair and removes it, the other rules about no running and no shouting still stay in place.

This law works the same way. If one part of it is found to be invalid, the rest of the law still applies and can be enforced.
