Imagine your school has a rule that says no running in the halls. The principal (like the commission) made this rule to keep kids safe.

If the principal later thinks the rule isn’t working, they can change it—maybe to 'no running near the stairs.' If a student thinks the rule is unfair, they can ask the principal to look at it again.
