Imagine you sell strawberries at a farm stand. One year, the boss makes a new rule that you can only sell strawberries from June to August.

The boss must send you a letter or tell you in some official way that this new rule starts on June 1st. They can't just make the rule and not tell you—you have to know when it begins so you don’t get in trouble for selling strawberries in May.
