A homeowner buys a bag of fertilizer labeled for garden use to feed their vegetable patch.

Because the product is packaged for home garden use, it falls under the definition of specialty fertilizer, so the law requires that any nitrogen, phosphoric acid, or soluble potash in it be under 5% when measured by chemical tests.
