§ 396 Foster Care Permanency Goals

Key Takeaways

  • •Foster care is supposed to be temporary, not forever.
  • •Kids deserve a safe, normal home without abuse.
  • •The goal is to reunite kids with their parents or find them a forever home (like adoption) instead of keeping them in foster care.
  • •The state should try to stop moving kids from one foster home to another until they grow up.

Example

A 7-year-old kid is taken away from their parents because the home isn’t safe. They go to a foster home.

The state will try to help the parents fix the problems so the kid can go back home. If that’s not possible, they’ll look for a forever family to adopt the kid instead of keeping them in foster care for years.

§ 396 Foster Care Permanency Goals

It is the policy of the Legislature that foster care should be a temporary method of care for the children of this state, that children have a right to a normal home life free from abuse, that reunification with the natural parent or parents or another alternate permanent living situation such as adoption or guardianship is more suitable to a child’s well-being than is foster care, that this state has a responsibility to attempt to ensure that children are given the chance to have happy and healthy lives, and that, to the extent possible, the current practice of moving children receiving foster care services from one foster home to another until they reach the age of majority should be discontinued. (Amended by Stats. 1999, Ch. 620, Sec. 2. Effective January 1, 2000.)
