• •The law says that after a group of leaders (called the board of directors) approves a plan, there must be a vote.
• •The vote is to decide if two big bus and train groups in Southern California should become one.
• •Only people who live in the area where this is happening can vote.
• •The vote has to follow the rules in the plan that was approved.

Imagine two big school lunch programs want to join together to make one bigger program.

The leaders of the lunch programs agree on a plan. Then, all the kids and parents in the schools get to vote on whether they want the two lunch programs to become one. If most people vote yes, then the two programs join together.
