A town wants to fix up a park and some streets. They plan to spend $100,000 on the park and $50,000 on the streets.

The town board can decide to spend more money on the streets instead of the park if they think the streets need it more. But they can't use the money to fix up a park in a different neighborhood if that neighborhood won't really benefit from it.
