§ 12054 Civil Service Adoption Timeline

Key Takeaways

  • •This law is about when a district must follow civil service rules for its workers.
  • •The rules don’t start until the district actually begins providing utility services (like water or electricity).
  • •Once the district starts providing these services, it has six months to set up a civil service system for its workers.

Example

A new water district is formed but hasn’t started supplying water to homes yet.

The district doesn’t have to follow civil service rules for hiring or managing workers until it actually starts providing water. Once it turns on the water for the first time, it has six months to create a civil service system for its employees.
