§ 101123 Board Meeting Quorum Rules

This rule says that most of the board members have to be there for the board to do anything, and at least three members must vote yes to approve any order, resolution, or ordinance.

Key Takeaways

  • •A majority of board members must be present to do business (quorum).
  • •At least three members must vote in favor to adopt any minute order, resolution, or ordinance.
  • •The rule applies to all types of board actions like orders, resolutions, and ordinances.

Example

A city council has 7 members. Five of them show up for a meeting, so they have a quorum and can conduct business. When they vote on a new park rule, at least three members must vote yes for it to pass.

Because more than half of the members are present, the meeting is valid. The park rule only gets approved when three or more members say yes.
