Key Takeaways

  • •Anyone can file a complaint if a utility starts building without a certificate.
  • •The commission can order the utility to stop work, even without warning first.
  • •The stop stays in place until the commission makes a decision or gives another order.

Example

A homeowner sees a water company digging a new pipe in their neighborhood even though the company never got the official permit.

The homeowner can file a complaint, and the commission can order the water company to stop digging right away and keep it stopped until the commission decides what to do.
