§ 50691 Self-Help Housing Assistance

Key Takeaways

  • •This law helps people fix up old, broken-down houses or build new ones, especially in cities and the countryside.
  • •It wants more good, cheap houses for everyone.
  • •It shows that even people with not much money can own or fix a house by doing some of the work themselves.
  • •Renters can also join in these programs, not just homeowners.

Example

A family lives in an old house with a leaky roof and broken windows. They don’t have a lot of money, but they want to fix it up.

This law helps them get support to fix their house themselves, making it nicer and safer without spending too much money.

§ 50691 Self-Help Housing Assistance

The purposes of this chapter are the following: (1)  To encourage and foster the utilization of the resources and capabilities of private enterprise and of individual and group self-help techniques in the rehabilitation and replacement of deteriorated and dilapidated housing and in the construction of additional housing in both urban and rural areas. (2)  To stimulate housing rehabilitation and construction so as to increase the supply of decent, affordable housing. (3)  To demonstrate that improved housing conditions, ownership, and maintenance are within the financial capabilities of persons and families of low or moderate income through the reduced costs of owner-building, owner-rehabilitation and other self-help-oriented alternatives. Nothing in this chapter shall be construed as preventing participation of renters in such housing alternatives. (Added by Stats. 1978, Ch. 1354.)
