§ 129052 Department Revenue Security Pledges

Key Takeaways

  • •If the government promises to use certain money or payments as a guarantee for a loan, that promise is legally strong and starts working right away.
  • •The money or payments promised don’t have to be handed over or officially recorded to count as a guarantee.
  • •Even if other people don’t know about the promise, it’s still valid and protects the lender.

Example

The government takes out a loan to build a new school and promises to use the money from school lunch sales to pay it back.

The promise to use the lunch money as a guarantee starts working immediately, even if the money isn’t handed over right away. The lender is protected, and no one else can claim that money, even if they didn’t know about the promise.
