A clinic gets money from the government to give free check-ups to kids. If a kid has Medi-Cal, the clinic must bill Medi-Cal for the check-up instead of using only the government money.

The clinic has to try to get money from Medi-Cal first. Any money they get from Medi-Cal must be used for more check-ups or other health services for kids. They also might have to report to the government how much money they got from Medi-Cal.
