§ 102356 Minor Marriage Certificate Reporting

This law requires local marriage offices to send the state a yearly report about any marriage certificates they accepted where one or both people were under 18, showing ages and genders but no personal names or addresses.

Key Takeaways

  • •Local registrars must send the state a count of all teen marriages they accepted each calendar year.
  • •They must also list the age and, if known, the gender of each party for each teen marriage.
  • •No personal identifying information (names, addresses, certificate numbers) can be included in the report.
  • •If no teen marriages were accepted that year, the registrar does not have to send a report.
  • •The state can tell counties how to do this without creating new regulations.

Example

A 16‑year‑old and a 19‑year‑old get married in a small town. The town’s marriage registrar records the ages (16 and 19) and genders, then sends that information to the State Registrar before the end of the year.

The local office reports the total number of such teen marriages and the age and gender of each person, but it does not include anyone’s name or address.
