§ 1191 Pilotage Rates Schedule

This law tells ship pilots how much they should be paid and says the rates go up by set percentages each year.

Key Takeaways

  • •Rates apply to any ship using a pilot for movements or special operations that aren’t bar pilotage.
  • •The state sets a schedule of rates, and the rates automatically rise on Jan 1 of certain years.
  • •From 2002‑2006 the increases were 26 % then 14 %; starting in 2023 the increase is 15 % unless another law says otherwise.

Example

A cargo ship hires a pilot for a special maneuver that isn’t a bar pilotage.

The ship must pay the pilot the amount listed in the state’s pilotage‑rate schedule, and that amount will be higher after the yearly percentage increase takes effect.

How to Calculate

New Rate = Old Rate × (1 + Increase %)

  1. Find the old (current) rate from the schedule.
  2. Look up the percentage increase that applies for the next year (e.g., 15 %).
  3. Convert the percent to a decimal (15 % → 0.15).
  4. Add 1 to the decimal (1 + 0.15 = 1.15).
  5. Multiply the old rate by this factor to get the new rate.

A pilot’s rate on Dec 31 2022 is $1,000.

Result: New Rate = $1,000 × 1.15 = $1,150
