§ 61140 Zone Formation Procedures

Key Takeaways

  • •A group in charge (like a school board) can create special zones to offer different services or raise extra money in certain areas.
  • •They must explain why the zone is needed, what it will do, and how it will be paid for.
  • •People in the area can also ask for a new zone by signing a petition if at least 10% of voters agree.
  • •Before making a zone, they must tell everyone with a public meeting, newspaper ads, and letters to property owners.

Example

A neighborhood wants better parks with more playgrounds and cleaner bathrooms.

The local board can create a special zone just for that neighborhood to pay for these upgrades. They must explain the plan, how much it will cost, and hold a public meeting to listen to everyone’s opinions before deciding.
