§ 56879 Inactive District Dissolution Process

Key Takeaways

  • •Every year, the state makes a list of 'inactive' special districts (like small local government groups that don't do much anymore) and puts it online.
  • •If a district is on the list, the local county has 90 days to start shutting it down, unless they prove it's still active.
  • •The county must hold a public meeting within 90 days to talk about shutting down the inactive district.
  • •Shutting down these inactive districts is simpler and doesn't follow the usual long process for closing government groups.

Example

Imagine there's a tiny local group that was supposed to take care of streetlights in a neighborhood, but they haven't done anything for years and have no money.

The state would put this group on the 'inactive' list. The county would then have to start shutting it down unless they can show the group is still working. They’d hold a meeting to talk about it and then close the group without all the usual paperwork.
