Example

A city wants to build a new park and needs to borrow money. They hire a company to check if they can pay back the loan.

The city can't hire a company that also tells the public if loans are good or bad. If they do hire a company, that company can't rate the city's loans for two years. The city also can't say they'll only pay the company if they say the park is a good idea.
