• •The worker must be good at their job (responsible) and offer the lowest price.

City A needs to build a new water pipe that goes into City B.

City A can’t just pick their favorite company—they have to choose the cheapest one that can do the job well. If a company offers to do it for $100,000 and another for $80,000 (and both are good at the work), City A must pick the $80,000 one.
