§ 45080 Emergency War Employment Exemptions

• •During a war emergency, the city can hire people quickly for important jobs without following the usual rules.
• •The city must try to hire people the normal way first, but if they can't find enough trained people because of the war, they can hire others.
• •The city leaders must agree by a big vote (four-fifths) to hire someone this way.
• •People hired this way don’t have to meet the usual job requirements or pass the normal tests.

Imagine there’s a big war, and the city needs more firefighters fast because many are away fighting. The city can’t find enough trained firefighters because most are already helping with the war.

The city leaders can vote (with at least four-fifths agreeing) to hire people who aren’t fully trained yet to be firefighters. These new hires don’t have to pass the usual tests or meet all the normal rules.
