§ 16411 Deficiency Reserve Fund Transfers

Key Takeaways

  • •If the state gets less money than they thought they would in a year, the Governor, Controller, and Director of Finance can decide to move money from a special savings account (Revenue Deficiency Reserve Fund) to the main account (General Fund).
  • •They can only move the exact amount that is missing, not more.
  • •This rule started in 1947 and was added to the law in 1953.

Example

Imagine the state thought they would get $100 from taxes this year, but only got $90.

The Governor and the other two officials can decide to take $10 from the special savings account and put it into the main account to make up the difference.
