§ 16382 Fund Transfer Restrictions

• •Money set aside for a special purpose (like schools or roads) can't be moved to something else if it messes up the original plan.
• •If money was taken from a special fund, the Governor can order it to be put back so the original job gets done.
• •The Governor has to make sure the money is returned at the right time so the special project doesn’t get delayed.

The state has a special fund to fix potholes on roads. Someone tries to use that money to build a new park instead.

This law says you can’t do that because the money was meant for fixing roads. If someone already took the money, the Governor can order it to be given back so the potholes still get fixed.
