Key Takeaways

  • •The state can rent or lease things like buildings or equipment if it's good for the state.
  • •For renting office space with a plan to buy it later, the state needs special permission from the Legislature.
  • •The state must ask for bids in a local newspaper and pick the cheapest good offer for office space rentals.
  • •If the cheapest offer isn't good, the state can say no to all offers.

Example

The state wants to rent an office building with the option to buy it later.

The state must first get permission from the Legislature. Then, they have to ask for bids in a local newspaper. They pick the cheapest good offer, but if that offer isn't good enough, they can reject all bids.
