Imagine your school and the city made a deal where the city would pay the school back for some new playground equipment. But later, they can't agree on how much the city should pay.

If the school and the city keep arguing and can't figure it out, they have to take the problem to the Controller. The Controller will look at the receipts, talk to both the school and the city, and then say, 'The city owes the school $5,000,' and that's the end of it.
