§ 13340 Continuous Appropriation Encumbrance Limits

Key Takeaways

  • •Starting July 1, 2026, the state can't promise to spend money from certain funds unless the law says it's okay.
  • •This rule doesn't apply to some special cases, like money for local taxes or schools.
  • •If the money is for things like local sales tax or car license fees, the rule doesn't count.

Example

A city gets money every year from car license fees to fix roads.

The city can still get and use that money even after July 1, 2026, because the law says this rule doesn’t apply to car license fees.
