Imagine the state gets $1,000,000 from the government to help poor families with food and housing. The state adds another $200,000 from its own budget.

This money can only be used for helping those families, like giving them food or paying rent. The state cannot take any of this $1,200,000 and use it for something else, like fixing roads or schools. If they try, it’s against the law.
