A town wants to make new rules about how much water farmers can use in a big area with lots of farms.

The town must send letters to all the farmers at least 10 days before a meeting to talk about the rules. They also have to put an ad in the local newspaper. If the farms are in different areas that are not connected, they have to have a meeting in each area so everyone can go.
